Title Analyze the current planning strategies in oil & gas construction projects in Singapore / Krishsothaman Selvarajan
Abstract Oil and gas construction projects in Singapore experienced cost overruns, and to lesser extend schedule delays. These cost overruns were the result of a mismanagement of risks that occur due to the size and complexity of the project. This paper is analyze the current planning strategies in oil & gas construction projects in Singapore. The analysis helps the company to seek opportunities for the best planning strategy by understanding the industry perception and motivations towards the planning strategies in Singapore. Literature identifies several planning tools and strategies that can be used to provide a solution to the schedule delays including work breakdown structure, construction driven project management, lean construction and scenario planning. After reviewing a number of literatures, it was observed that the factors which affect the selection of particular planning strategy, the limitation and area of improvement in planning strategy can be described and analyzed. Based on these concepts, the researcher has theoretical framework of planning strategy before continuing the research. A survey was conducted among the oil & gas construction project team members and all necessary data and information were collected via a specific designed questionnaire. The study involved mainly quantitative analyses which were aimed at answering the specific research questions framed in this paper. The results indicated that cost, schedule, quality and project scope, size & complexity are key factors that affect the selection of planning strategy. The results also showed that the project team members were much involve during the planning stages. Finally, the best planning strategy was selected based on the survey and statistical analysis. After consolidating the findings, the study ends with some strategic recommendations for planning strategy improvement. The entire research project has taken about five months to complete and it began in Jan 2012.
