One of the major goals of education is to cultivate the thinking skills of students. However, this seems to be a challenge in Malaysian education system because schools tend to put a greater emphasis on the mastery of subject matter instead of the course of action towards achieving the learning outcomes that can promote the students' higher order thinking and problem solving skills, thus, resulting in the regression of students' thinking skills. This research was designed to evaluate the level of thinking skills among lower secondary school students in Science learning in Penang by using an instrument known as the higher order thinking level test (HOTLT).
