The purpose of this research is to investigate whether the telecommunication industry has been prominent in the development of South East Asian Nations (ASEAN). This is achieved by exploring as to whether Information Communication Technology (ICT) has brought an increasing role as an enabler for economic, social and political development plus intra-governmental relationship in trans-border of ASEAN. Data was collected using secondary data collected and analyzed by some other agency from various journals, books, and official publications locally and internationally from governments or international bodies or agencies, magazines etc. The paper concludes by providing recommendations for telecommunication trans-border agenda and the intra-government relationship in ASEAN.
