Title Controlling process in high-risk operations – a case study of risk mitigation strategies and maximizing returnable chlorine drum usage in Malaysia. / Ng Kien An
Abstract This paper intends to study the avenues to mitigate the risks and maximize the returnable chlorine drum in Peninsular Malaysia for a high risk chemical industry. The research explores what factors are affecting the chlorine drum return rate and a total of 5 hypotheses were suggested to determine them. The relationship of the hypotheses were examined and discussed in detail. The study on SCANTREK revealed that Sector (Private or Public), Plant Capacity, Distance and Area have a very high statistical significance though low correlation for the ratio type data. A primary data study has helped to verify most of the hypotheses except User Type and Area primary analysis results are not in line with Secondary Data’s findings. However, these two independent variables should be dealt based on the statistical significance level obtained in the Secondary Data. Chlorine safety awareness and emergency response were also surveyed among the stakeholders and showed sufficient understanding of the threat though their responsiveness can still be improved. The study also covers several recommendations such as ways to improve the current bar code system and to consider other optional RFID tracking technology if financial resources permit in order to improve the rate of drum collection returned to CCMC Pasir Gudang plant. This effort will reduce the monetary loss of drums and the risk of chlorine gas leakage if left idling too long at site. Finally, in the future, turnaround time should be considered as a dependent variable in lieu of the outstanding days in getting the more accurate predictive model.
