Abstract
|
International Organization for Migration (IOM) report shows a global migration phenomenon has become a dynamical trend; 23% of the people desire to migrate abroad, and 10% Indonesian female migrant workers have the desire to migrate, but not sure where. (IOM 2016). This study looks at Indonesian female migrant workers'(IFMW) governancein the context of centralized institutional, procedural migration management in Indonesia. It examines various factors that would lead to the safe migration pursuant. Migrant Care has initiated Desbumi (Desa Peduli Buruh Migran) programs to promote Safe migration at the local village government level since 2014. This program looks beyond procedural migration, and legal framework precludes the possibility of modern slavery (or forced labor) policies and
practices towards decent jobs goals. Desbumi programs support mobility by choice. Laws, policies, and practices for the IFMW should meaningfully involve women in the decision-making process. Literature review addresses the Indonesian Migrant Workers' overseas
employment issues driven by various migration theories, specifically the legal, institutional migration theory. This approach had led to the centralist migrant labor policies that engage licensed agents in implementing the overseas employment activities under Indonesian law no. 39/2004. Policy Gaps has resulted in exploitation practices. The research applies the qualitative approach to learning about the migration practices. The in-depth interview, focus group discussion and participant observation to look into factors that relate to safe migration. Qualitative studies identified five factors; awareness, knowledge, skills, attitudes, and
practices (AKSAP). A quantitative AKSAP model (created for this study) is to test the acceptance of Desbumi program in three villages; Kuripan, Mergosari, and Lipursari using quantifiable survey questionnaires. The studies outcomes open new evidence-based quantitative model applications that bring about policy and social behavior changes in achieving holistic, safe migration objectives.
