Construction projects involved many factors of human and non-human and variables and
therefore are complex. (Arian et al, 2004). Variation of works could lead to significant
changes to the total direct and indirect cost, contract duration, or both (Ibbs, Lee & Li., 1998). This study will focus on Public Works Department. Questionnaires were distributed to engineering related government personnel, the engineering consultants and the contractors have a minimum of five years experience engaged. The finding listed four main cause of cost variations.
