Title The effectiveness of skills training programs by Malaysia government in improving employability of school dropouts / Soh Siew Yong
Abstract The effectiveness of Skill Training Program (STP) in improving employability can be influence by five factors i.e. basic skills, higher order thinking skills, personality, technical knowledge and soft-skills. Survey has been done through the businesses and establishments with the nature of business related to the occupational courses offered at various STP. Survey results has shown that approximately 60% of the respondents which consists of micro, small, medium or large establishments, employed STP graduates in the last five years. This shows that the likelihood of STP graduates being employed is high. The study also shows that there is a very strong relationship between basic skills, higher order thinking skills, personality and soft-skills with graduates’ employability. The strongest relationship is between the soft-skills and employability while the weakest relationship is between technical knowledge with employability. Though it is often perceived that it is too late to teach the soft-skills after a child completed primary school since their personality is set and cannot be changed, this is untrue as change may be difficult nonetheless it is possible and never too late. In order to improve the graduates soft-skills, all parties involved need to work hand-in-hand, i.e. teaching of values should begin at home, which will be continued through development to adulthood with the involvement of teachers at school and institutions, using industry lead approach in outlining the STP syllabus and curriculum that will meet the business demand and effective governance of the STP by the government. This is in-line with Malaysia aspiration to move up the value chain to become a high-income economy whereby a high number of skilled workforce and low school dropouts is critical to achieving this goal.
