Title The awareness of royal Malaysian custom officers towards counterfeit pharmaceutical products and roles of pharmacy enforcement division officers in Sarawak / Ting Chuo Yew
Abstract The World Health Organization (2006) described counterfeit medicines as a silent epidemic which can cause drug resistance and death. The rampancy of pharmaceuticals counterfeiting is not only due to the weakness in enforcing the laws but also due to the exploitation of weakness in border control. In Malaysia, Royal Malaysian Custom (RMC) and Pharmacy Enforcement Division (PED) under Ministry of Health Malaysia are the authorities who are given power screen and inspect imported pharmaceutical products at the entry points. Thus the collaboration between two agencies becomes a main issue in combating the entering of counterfeit pharmaceutical products. This study aimed to assess the knowledge and awareness level of RMC about the counterfeit pharmaceutical products and roles of PED officers at custom ports. A 5 point Likert scale used to measure the knowledge and awareness level of RMC officers was developed and validated prior to the study. As a whole, the level of knowledge and awareness towards counterfeit pharmaceutical products and roles of PED officers was moderate (mean range between 3.51 ~ 4.50). However, most of the respondents didn’t understand and didn’t aware that a “traditional medicine” is categorized as pharmaceutical product, which yielded lesser mean value of knowledge level as 3.28 and awareness level as 3.42. This study contributed to the body of knowledge by testing the direction and magnitude of relationship between knowledge and awareness. The correlation efficient of knowledge of counterfeit pharmaceutical products towards awareness level was higher (r = 0.818) than knowledge towards roles of PED officers (r = 0.709). Results of Multiple Linear Regression further elaborated that the model was able to explain 81.1% of the variance in the awareness level. Of those three independent variables, knowledge towards roles of PED officers makes the largest unique contribution (beta = 0.572, p < 0.01), whereby knowledge towards pharmaceutical products and counterfeit pharmaceutical products also made a statistically significant contribution (beta = 0.205, p < 0.01 ; beta = 0.246, p < 0.01 respectively). Lastly, it suggested the future researches to use probability sampling technique and include the practice as dependent variable to examine whether increment in the knowledge and awareness level would have positive impact on the actual practice in combating the importation of counterfeit pharmaceutical products.
