Abstract
|
This study aims to identify barriers and challenges to community participation in Government community programs. A qualitative exploratory study was conducted by adopting in-depth interviews with members of the Village Development and Security Committees (VDSCs) and villagers, coming from all villages in Tebedu Sub-District. The community members’ continuing practice of leaving the development burden to the few while the remaining huge majority just stay away from participating in developmental programs has not changed. Community participation continues to remain as a matter of choice rather than a must as there are no legislated requirements and an institutional framework to compel members of the communities as stakeholders to be effectively and efficiently engaged in the whole process. The level of community participation is that of passive participation by consultation as their participation is limited to being informed what had been decided by the implementing agencies (Arnstein, 1969). Since independence, the Malaysian Government has introduced various strategies and types of community development programs with the hope to improve the economic, social and cultural conditions of the people. However, not everybody want to utilise this opportunity efficiently because they feel that there are more effective ways to make a difference in their communities (Ockenden, 2007). The VDSCs are expected to play their leadership role by mobilizing local initiative in community development (Shamsul A.B, 1988), but the effectiveness of the VDSCs in spearheading development issues and programs at the local level is not known as there is no such study being done before. That being said, this study is well-positioned to discuss barriers and challenges to community participation in Government community programs.
