Abstract
|
Facility Management (FM) outsourcing has been considered as the strategic positioning
of an organization to allow more flexibility as well as to free up resource to develop core
business. However, the initiative has always been facing many problems resulting low
market acceptance especially in semiconductor industry. This study explores to find out
the reasons behind the failure through exploratory research with questionnaire survey and
interview method. The target sample is the FM clients and service providers actively
practicing outsourcing in Northern Corridor Economic Region (NCER) semiconductor
industry. The research has been successful identified the problems and critical success
factors in FM outsourcing through exploratory research into demographics of FM players,
FM industry trends, outsourcing criteria and success evaluation, and FM market trends.
The success factors could be derived from four perspectives: human capital, market
strategy, contract management, and FM recognition. Human capital remains the key
success factor to FM outsourcing with the selection of the right people in the program.
Market strategy should pay attention to the value engineering to create total cost of
ownership (TCO). As it is found that cost element in FM outsourcing initiative is
secondary to the other perspectives namely flexibility, quality, customer orientation and
information, FM service provider should place more emphasis on those perspectives
during the delivery of services. It is also important to see recognition in industry that
could spur the career advancement and professional development in FM.
