Title A study on labour productivity improvement in precision manufacturing plant / Lau Judy Siew Ching
Abstract The study was conducted in one major precision manufacturing plant supporting aerospace and oil and gas industries in mostly highly complex, low mix and low volume product mix. The study aims to gain understanding of labour productivity issues faced by Company X in face of soaring wages and manpower shortages to fulfil the niche industry’s needs.The Labour productivity Index (LPI) was used to measures and track labour productivity progress. Employee survey questionnaire was conducted to access existing workforce’s level of engagement and factors effecting engagement level. The study used timesheet record to track how operators and technicians was utilizing their time on the line, which was later used to construct equipment Time Utilization Model. Survey finding indicates low engagement level with pay related issues and career growth as main drawback. This finding is correlated with low initial LPI score at the time. Based on Time Utilization Model, more than 60% of time was spent on unproductive activities with key losses due to idling time and setup loss. A Solution Assessment Attractiveness (SAA) system was used to rate potential solution based on cost, impact and complexity criteria. It is essential to prioritize resources to optimize productivity gain in the shortest time when both the capital and labour factor was already heavily taxed. Over the period of the study, both the engagement level and LPI has increased as indicated by higher survey and LPI score. Most of the gain can be attributed to single factor which is reduction in idling time losses. LPI improves much more than the level of engagement improvement, indicating that a larger part of gain is due to operational improvement activities. The study reveals the over-dependency to foreign workers to sustain operation, posing both strategic and cost risk to existing operating model. In a longer term, this study strongly suggests that the management to pursue higher degree of automation and technology integration to reduce reliance on manual labour work in order to stay competitive vis-à-vis intra-national and international competitors.
