Title Online condo management system and maintenance fee payment: a case study on high-rise condominium in Klang Valley / Ning Yi Cheng.
Abstract The fast pace of urbanization in Klang Valley over last few decades has significantly lead to scarcity of land and increased of land prices. This has gradually created the phenomenon of developing high rise condominium in the Klang Valley. Paying maintenance fee could not be avoided when residing in condominium as it is imperative to uphold the quality of all common facilities such as lift, auto gate, CCTV, lights in common areas, swimming pools, and etc. Also, maintenance fee is important to ensure the maintenance office able to pay various types of fee applicable to common area such as payment for fire insurance premium that covered the entire building, service charge for cleaning services of common area, security guard services, electricity bill and water bill for common areas. Although paying maintenance fee is necessary, but, it is not an easy task to collect maintenance fee from owners. Maintenance fee collection and outstanding arrears clearance are the two greatest challenges face by the condominium maintenance office. There is only 20percent to 40percent of residents residing within KL settled maintenance fee on time. The owner refused to pay maintenance fee because they not satisfied with the services provided by maintenance office. The Online Condo Management System (OCMS) is an online application or website that aimed to solve this problem. The features of OCMS includes allowed owners to submit complaint to maintenance office online, book common facilities online, receive notification from maintenance office in real time, always get in touch with activities organized by maintenance office, search emergency and other useful contact number easily, and last but not least, pay the maintenance fee online. This research paper intends to study how significant the implementation of OCMS will affect owner satisfaction with maintenance office as well as the maintenance fee payment rate. Ease of use OCMS, cost of use of OCMS, and usefulness of features of OCMS has been identified as the three major factors that determine the successful or failure of the OCMS. Ten suggested hypotheses were to test the relationship between OCMS, owner satisfaction with maintenance office, and maintenance fee payment. The study revealed that there are significant relationship between OCMS and owner satisfaction with maintenance office; significant relationship between OCMS and maintenance fee payment; and significant relationship between owner satisfaction with maintenance office and maintenance fee payment. However, owner satisfaction with maintenance office does not mediate the relationship between OCMS and maintenance fee payment This study also proposed some strategic recommendation to maintenance office and software development companies in order to provide the best OCMS to condominium owners in the Klang Valley.
