Abstract With the intention to establish knowledge-based economy, IT advancement had accelerated distance learning courses at higher institutions in Malaysia. Distance education has given second chance opportunity for those who missed to pursue tertiary education earlier. Few higher open distance learning institutions were established and one of them is Wawasan Open University. This paper is aimed to study the factors influencing resource utilization among the online distance customers or learners within Open Distance Learning (ODL) institution. Knowledge Management (KM) or library is one of the integral component to support the online distance customers or learners for their information need. It is a challenge for KM to ensure equality and quality to services beyond KM or library wall. Therefore the main objective of this research is to explore distance learners perception toward ODL KM unit services. The finding will be an opportunity to improve the service quality and re-allocate resources efficiently according to customers interest. From the scant literature reviews, it was observed that the factors which affect resource utilization in academic library and retail market are environment, reliability, responsiveness, communication and customer support. To pursue the study, the researcher has proposed a theoretical framework. Google Drive Application web survey was designed and sent to distance learners. From the 244 e-mails sent, 73 distance learners responded, which give total response rate of 29.6%. The results indicated that all the variables; environment, reliability, responsiveness, communication and customer support are key factors that affect KM resource utilization among the distance learners. Distance learners require an equate space, more hard copy books for them to utilize KM resources. They also prefer a fast response from experience staff to assist them doing their assignments. Due to digital divide among the students and fast evolving of the internet technology, KM has also need to pay high attention on customer support aspect. Without adequate customer support, distance learners will distance themselves from utilizing KM resources. Finally, this research concluded with few strategic recommendations to KM management in order to improve resource utilization among distance learners
